Groups B and E failed to finalize their list of fixtures by the January 16 deadline, so FIFA will hold a draw to determine the fixtures for those two groups on January 30 in Zagreb.
Group B could not resolve a standoff between the delegations of Greece and Latvia at the convention in Israel. Group E saw the delegation of Bosnia and Herzegovina arrive several hours late to a meeting in Spain. This same delegation could not agree upon the match list agreed upon by the other five delegation, so now all six nations await their fates at Zagreb.
